(CNSNews.com) — Planned Parenthood did more than 2 million abortions while receiving federal funding through appropriations approved by the House of Representatives when the House was controlled by Republicans from the beginning of 2011 through the beginning of 2019, according to abortion numbers published in Planned Parenthood’s annual reports.

When the Republicans took control of the House in January 2011 after winning a majority in the November 2010 elections, the government was running on a continuing resolution that was set to expire on March 4, 2011.

On March 2, 2011, President Barack Obama signed the first continuing resolution to fund the government that had been approved by the Republican-controlled House. That CR permitted continued federal funding of Planned Parenthood.

All appropriations laws enacted since then were approved by the Republican majority that retained control of the House until the beginnng of this month. None of those appropriations prohibited funding of Planned Parenthood.

During the entire time the Republican-majority House controlled the purse strings of the federal government, it allowed federal funding of Planned Parenthood to continue.

In the time since the Republican House majority approved its first CR on March 2, 2011, Planned Parenthood has released seven annual reports revealing the number of abortions it did in seven fiscal years up to and including fiscal 2017, which ended on Sept. 30, 2017. The numbers for that last fiscal year–2017–were included in Planned Parenthood’s latest annual report. Planned Parenthood has not yet reported how many abortions it did in fiscal 2018, which ended on Sept. 30, 2018, when the Republicans still controlled the House.

Because Planned Parenthood has not yet reported how many abortions it did in fiscal 2018 or the still-ongoing fiscal 2019, it is not possible to estimate the full number of abortions Planned Parenthood did while it was being funded by appropriations laws approved by the Republican-controlled House.

However, it is possible to estimate how many abortions Planned Parenthood did from March 2, 2011–the day the first CR approved by the Republican House was signed into law–until Sept. 30, 2017, the last day of the last fiscal year for which Planned Parenthood has reported its abortions.

During that time period, when a Republican-controlled House controlled the federal purse strings, federally funded Planned Parenthood did approximately 2,156,202 abortions.

Here is the year-by-year breakdown during that period of the number of abortions Planned Parenthood itself reported doing in its annual reports:

FY 2017:  332,757

FY 2016:  321,384

FY 2015:  328,348

FY 2014:  323,999

FY 2013:  327,653

FY 2012: 327,166

In FY 2011, Planned Parenthood reported doing 333,964 abortions, which worked out to an average 915 per day. If these abortions were done at generally the same pace through the year, that means Planned Parenthood did approximately 194,895 abortions in the 213 days from March 2, 2011 to the end of that fiscal year on Sept. 30, 2011.

The sum of the full number of abortions that Planned Parenthood did in fiscal years 2012 through 2017, plus the estimated abortions it did in the 213 days from March 2, 2011 to Sept. 30, 2011 yields the total of 2,156,202 abortions.

All of these occurred while the Republican House controlled the purse strings—and these abortions do not include those done during the period the Republicans continued to control the House from Oct. 1, 2017 through the beginning of this month.

The Congressional Budget Office (CBO) “estimates that Planned Parenthood receives approximately $450 million annually in federal funds. Of that amount, roughly $390 million is provided through the Medicaid program and less than $1 million is provided through the Children’s Health Insurance Program and the Medicare program combined.

The remaining amount, approximately $60 million, is provided through the National Family Planning Program, which operates under Title X of the Public Health Service Act (commonly referred to as Title X).”

For its accounting year ending on June 30, 2018, Planned Parenthood received $563.8 million in revenue from “government health services reimbursements & grants,” and its total net assets amounted to $1,881,700,000, as its 2017-2018 annual report states.
