In a speech in Detroit in 1932, then-Governor Franklin D. Roosevelt quoted from Pius XI’s Quadragesimo anno (1931), calling it “one of the greatest documents of modern times,” and saying that it was “just as radical as I am.” Roosevelt quoted passages criticizing the concentration of wealth in the hands of a few, which the pope described as creating a form of “dictatorship” and “domination.”
