While discussing the $1.7-trillion omnibus spending bill that Congress is preparing to pass this week, Sen. Rand Paul (R-Ky.) said “Republicans are emasculated,” and have “completely and totally abdicated the power of the purse.”

On FBN’s Kudlow program, host Larry Kudlow, the former director of the National Economic Council under President Donald Trump, asked Paul to explain why Senate Republicans seem incapable of curbing spending and, in particular, from imposing the PAYGO law in legislation. …
