Henry Hyde (D-IL), who sponsored the amendment that was first enacted in 1976, and which prevents taxpayer funding of abortions except in cases of rape or incest. The amendment has passed every year since 1976 as an attachment to spending bills, with bipartisan support… A 2016 study by the pro-life Charlotte Lozier Institute, the research arm of the Susan B. Anthony List, estimated that the amendment has saved over two million lives - or more than 60,000 people per year.
